Digitalised exemption procedure in the German seaports is launched
The registration process for the digital exemption procedure, which will become mandatory in the seaports of Bremerhaven, Wilhelmshaven and Hamburg from 1 October 2025, starts immediately. As one of the operators of the Port Community Platforms (PCS), dbh Logistics IT AG has developed this new process in collaboration with DAKOSY and the port industry. The common goal of this initiative is to reduce the risks of smuggling in German seaports through a secure, transparent and digital process.
Companies such as freight forwarders, shipping companies, logistics and transport companies can now register via the German Ports platform and participate in the new digital procedure. A key component of the new procedure will be the so-called "digital right to collect", which replaces the previous PIN-based exemption reference.
Early registration strongly recommended
To ensure a smooth transition, we recommend that companies register early. The prompt connection to the system enables companies to familiarise themselves with the new processes and, if necessary, make adjustments to their internal processes before the procedure becomes mandatory from 1 October 2025.
By registering, companies can connect their IT systems either via open interfaces or via the existing digital access to the PCS platforms of dbh (BIT) or DAKOSY (IMP). It is also possible to use the German Ports web platform to process exemptions.
New exemption procedure for more security and transparency
The digital release procedure ensures that from the arrival of a container at the port to its collection by the transport company, it is always clear who is authorised to dispose of the container. With the introduction of the "digital right of collection", this process is now more transparent and at the same time more secure.
"The introduction of the digital process marks an important step in the digitalisation of the port and logistics sector. It contributes to the secure and transparent management of import processes. With today's 'launch', we are taking the first step towards implementing the official requirements for our ports in a harmonised manner," comments Holger Hübner, Head of Port Solutions at dbh Logistics IT AG.
Adapt internal processes
He also emphasises the urgency for all parties involved to introduce internal measures: "It is extremely important for companies to bring processes into line with the new exemption procedure by the time the obligation comes into force in October 2025. If the previous exemption reference was used internally as an important reference number, it is necessary to change the system, as this reference will no longer exist in the new procedure."
To make the changeover easier for all those affected, there will be an opportunity to obtain information directly from dbh Logistics IT AG and DAKOSY. The next information event on the details of the new exemption procedure and the "digital right to collect" will take place on 24 April 2025 from 2 to 3:30 pm.
